Preheat an oven to 350°F. Arrange the pastry shell on a rimmed baking sheet and set aside.
In a large skillet over medium heat, combine the beef, onion, garlic, and red pepper flakes and cook, stirring occasionally and breaking up the meat, until the meat is no longer pink, 6 to 8 minutes. Remove from the heat, drain off the fat, and stir in the pickles, flour, mustard, parsley, salt, and pepper. Stir in the half and half, cheese, and eggs. Transfer mixture to the pastry shell and bake until a knife inserted in the center comes out clean, 35 to 45 minutes. Let stand 5 minutes before serving.
